Under the direction of the IT Business Office Manager, the IT Budget Manager will maintain, control, and continuously improve all budgeting and accounting processes relating to operational and capital technology purchases for the college district. This person will be tasked with managing financial data and metrics related to IT Budgeting for the IT Department and broader constituent groups who utilize funds allocated to the college’s capital technology outlay.Job Description:
Description of Duties and Tasks
Essential duties and responsibilities include the following. Other duties may be assigned.
- Manage and coordinate budgeting activities and the implementation of the organization's IT budget policies and guidelines in accordance with standards established by ACC’s Business Services team.
- Encourage efficient use of resources, compliance with defined standards, and reduce or optimize the IT cost base.
- Assist the CIO in communicating the business values of IT Spend to help rationalize the budget.
- Provide CIO with detailed cost and consumption analyses. Enable analytics to support strategic decision-making, financial planning, budget justification, performance analytics, benchmarking, and value measurement capabilities.
- Monitor actuals against estimates and prepare annual and interim budgets for the CIO’s direct reports.
- Coordinate budget appropriations and respond to exception requests for funds.
- Implement and support tools and reporting used for planning, forecasting, monitoring, and decision support.
- Collaborate with the CIO and ITBO Manager to ensure all teams assigned IT spend (IT senior leadership, Department heads etc.) are given adequate budget distributions.
- Control budget approvals, usage policies around IT Cost Centers, processes for unplanned or emergency technology purchases, and adherence to established guidelines for requisition/purchase orders/invoicing, etc.
- Work with consultants and internal team to set up IT financial processes in our Financial Accounting Solution, Workday. Understand the functionality of Workday to enable continuous improvement.
- Ensure all IT teams are managing budget items consistently and in accordance with the department and organization’s standards.
- Coordinate between Information Technology and External Departments in all matters pertaining to the Information Technology budget, including budgeting for future fiscal years.
- Govern the processes and procedures of the IT budget, projections, procedures, philosophies, and needs.
- Prepare, review, and navigate complex financial transactions.
- Craft and maintain usable dashboards showing financial trends within IT-controlled cost centers.
- Identify trends in data and make recommendations to maximize the College’s return on its technology investments.
- Make presentations as needed to various audiences regarding financial matters.
Knowledge
- Cost accounting procedures and practices and their relationships to program budgeting.
- Trend analysis and reporting.
- Financial and root cause analysis.
- Business practices and procedures of an Information Technology department.
- Experience in Procure-to-pay and Accounts Payable
- Experience in Workday Platform and Adaptive Planning is preferred.

- Strong understanding of automated financial systems and their functions. Workday Financials experience is strongly preferred.
Required Work Experience
- 3 years of experience working in a similar capacity managing or controlling various aspects of accounting or finance.
Preferred Work Experience
- 5-7 years of experience in managing or controlling various aspects of accounting or finance.
- Experience working in an Information Technology environment.
- Experience in Business Intelligence Tools such as Domo, Tableau, and/or Power BI
- Experience in Workday Financial Platform
- Experience in Workday Adaptive Planning
Required Education
- Bachelor's degree.
Preferred Education
- Bachelor's degree or higher in finance, accounting, business, or related field.
Salary Range
$65,560 - $81,949
